Mayor Theresa McShan was elected elected the first African American mayor of Elgin, Texas in May 2022. She is a leader and lifelong learner with a servant's heart. Her academic journey is a testament to her dedication and intelligence. She held numerous leadership positions in high school, including the first African American Twirler and Drum Major of the Elgin High School Band. She graduated in the top 10 of her class and continued her education to receive a Medical Assistant certification, an associate degree in Applied Science - Respiratory Therapist, a Bachelor of Science in Management with a minor in Human Resources, and a master’s degree in health education, all with honors.

Stacey Ford Osborne is the Acting Director of Community Services and Public Information Officer (PIO) for the City of Elgin. She is a strategic communications strategist with more than 20 years' experience leading strategic communications strategies for Fortune 500 Corporations, government agencies, and statewide industry associations.  

In addition to her temporary duties with the City of Elgin, Stacey also provides communications guidance for Texas Health Benefits, and serves as the host and producer of the TCMA Podcast, Perspectives on City Management. Stacey holds an MBA from Texas Lutheran University, as well as an MA in Interdisciplinary Studies and a BA in International Relations. She lives in New Braunfels with her husband and two cats.
